Impartiality & Integrity Policy Statement

１.Policy on Safeguarding Impartiality and Integrity
JHCPO hereby declares that impartiality and integrity are top priorities in all halal certification activities.
JHCPO operates in accordance with the following principles：
・JHCPO conducts certification activities independently from commercial, financial, and organizational pressures.
・Conflicts of interest are strictly managed, and individuals with identified conflicts are removed from certification activities.
・Dual roles involving consultancy and certification are prohibited.
・Impartiality risks are continuously identified, analyzed, evaluated, and mitigated as necessary.
２.Independence of the Committee for Safeguarding Impartiality (CSI)
In accordance with ISO/IEC 17065:2012, JHCPO has established a Committee for Safeguarding Impartiality
Roles of CSI：
・Monitoring impartiality risks
・Ensuring independence of certification activities
・Maintaining balanced representation of interests
・Conducting annual impartiality reviews
・CSI does not participate in certification decisions and operates independently with external members.
３.Independence of Certification Decisions
JHCPO strictly adheres to the following principles：
・Individuals involved in auditing shall not make certification decisions.
・Technical review and certification decision are performed by different personnel.
・Individuals with conflicts of interest are excluded from decision-making.
４.Fair Handling of Complaints and Appeals
JHCPO ensures fair and transparent handling of complaints and appeals in accordance with ISO/IEC 17065:2012 Clause 7.2.
4.1Complaints
・Complaints may be submitted using HQC FRM 005.
・Acknowledgement is issued within 5 working days.
・Investigation is completed within 30 days and results are communicated in writing.
・All complaint records are retained for five years.
4.2Appeals
・Appeals shall be submitted using HQC FRM 006.
・Appeals must be submitted within 7 days of the decision.
・The Sharia Committee begins review within 5 days and may consult experts.
・Final decisions are communicated after approval by Top Management.
５.Transparency and Public Availability
This policy statement is publicly available on the official JHCPO website for all stakeholders.

JHCPO 公平性・公正性 方針声明

１.公平性および公正性の確保に関する方針
JHCPO は、ハラール認証業務において 公平性（Impartiality）と公正性（Integrity）を最優先事項として確保することをここに宣言する。
JHCPO は、以下の原則に基づき運営される：
・商業的・財務的・組織的圧力から独立して認証活動を行う。
・利益相反を厳格に管理し、利害関係が確認された要員は認証活動から除外する。
・コンサルティングと認証業務の兼務は禁止する。
・公平性リスクを継続的に識別・分析・評価し、必要に応じて低減措置を実施する。
２.公正性委員会（CSI）の独立性
JHCPO は、ISO/IEC 17065:2012 に基づき、公正性を監視するための 公正性委員会（CSI） を設置している。
CSI の役割：
・公平性リスクの監視
・認証活動の独立性の確認
・利害関係のバランスの確保
・年次レビューの実施
・CSI は認証決定に関与せず、外部委員を含む独立した立場で活動する。
３.認証決定の独立性
JHCPO は、以下の原則を厳格に遵守する：
・監査に関与した者は認証決定を行わない。
・技術審査（レビュー）と認証決定は別担当者が行う。
・利害関係がある者は決定から除外される
４.苦情および不服申立ての公正な処理
JHCPO は、ISO/IEC 17065:2012 Clause 7.2 に基づき、苦情（Complaints）および不服申立て（Appeals）を公平かつ透明に処理することを保証する。
4.1苦情
・苦情は HQC FRM 005 により提出できる。
・受付後 5 日以内に受付通知を行う。
・調査は 30 日以内に完了し、結果は文書で通知される。
・すべての苦情記録は 5 年間保管される。
4.2不服申立て
・不服申立ては HQC FRM 006 により提出する。
・処分決定から 7 日以内に提出する必要がある。
・シャリア委員会が 5 日以内に審査を開始し、必要に応じて専門家を招集する。
・最終決定は経営トップの承認後に申請者へ通知される。
５.公開と透明性
本方針声明は、JHCPO の公式ウェブサイトにて公開され、すべての利害関係者が閲覧できる。
